Weird Al.. ehh.. his covers of songs aren't really all that great. It's cool to listen to it the first few times, but the humor in his songs die down, then it just gets annoying. I'm sure if you're stoned, you'd be laughing your butt off to everything he says.
Credit and royalties will always go to the songwriters. Al gets part (for writing the lyrics) and the original writer gets part (for writing the melody). So the band that made the original famous will only be involved if they wrote it.
People seem to be perpetually confused by this, because you do not need permission to record a parody, which is true. But if you do what Al does, and recreate the original melody identically, you need to pay royalties to whoever wrote it. As people have noted, this is pretty much identical to the way cover versions are handled, so while the licensing is slightly more complex than for original songs, it's nothing that HMX wouldn't be equipped to handle.

This will be a fun community experience. If we mark today (6/17/09) as the "contact to Weird Al" day, we can have a taste of how long DLC takes when artist and HMX are willing. Of course, there can be complications, but we have two controls (HMX & Artist consent) so it will be interesting to see how long it will take for Weird Al DLC to get here.
*Note: Don't forget, Weird Al hasn't even been contacted yet, so this isIF IT GOES THROUGH!
