Ok, I'v been playing RockBand since it first came out, But I haven't played it proper in a long time and noticed about RBN. Would anyone like to just briefly fill me in on what exactly it is? At first, I thought it was just for people to upload their own songs which people could download, but I'v noticed a few mainstream bands have some songs on their.

RBN is a way for people to put music on rock band. most of the times people hire an authoring group to make the charts etc. for them.
some mainstream bands also do this, but some people also got their own songs on it

When RB3 first came out, I remember that I could not download any of the songs, in what made me think I had to pay extra to have access to them. I went on RB3 earlier for the first time since it came out, and noticed that I can actually buy them now. So has Harmonix decided that anyone can buy just a song and play it?

if you are on xbox you can get all RBN content if you're account is from one of the countries that allows for XNA content. (from the top of my head: US, England, Spain, France, Canada, Germany and maybe some more) if you're on PS3, 5 songs will be ported over from Xbox to ps3 once a week. on ps3 it doesn't matter what country you are in.

I have alot of catching up to do, so please fill me in , have they changed the who RBN so everyone has access? Can songs be pulled down etc. as I swore I saw Paradise City on RBN.

songs can be pulled, but this happens very rarely once they hit the in-game store.
if you download them from XBL dashboard however, then there is a slightly bigger chance they might get pulled.
