Three things I was thinking about.
1: Will you have to pay for these songs.
2: Will they cost as much as the songs already in the store.
3: It seems it could pose a problem having this many songs you can get. With this many songs, more and more people will not have the same songs as each other. Playing in quickplay/Tour mode with four people, there will probably be a huge problem with this. If there realy are going to be this many songs, a lot of them you will have to play offline to play them.

2. Most will probably be priced at $1, cheaper than the usual $2 in the RB Music Store.
3. You probably won't find random people online that have many of the RBN songs. However, it's not any worse than it is right now, where you'll have, at minimum, the RB2 songs available in online Quickplay. Also, RBN songs will have their own category when sorting by "Location" so it won't slow you down if you're looking for people with regular DLC and you happen to have a lot of RBN stuff.
If I get an XNA membership right now, would I be able to start peer reviewing or do I have to wait until the beta opens?

No, 4- or 5-note chords are not allowed. Neversoft is that way ---->
Bass chords do not have any particular limitations. If the bass is playing a chord, you author a chord, just as you would on guitar.
