Has anyone got any info on D:S:O, Spock's Beard or Frost*?
DSO's been yellow for a while. I don't know what the situation is with them and considered emailing them, but I kind of want to wait until we know how RBN 2.0 works because some of their songs would benefit from harmonies or keyboard (even for songs without keyboard, it could give them an extra instrument to chart the violin to). I do desperately want them in the game though.
Spock's Beard was on board with Music Game Studios, which ended up disbanding. Some artists that were with them have since been picked up (like Graveyard BBQ), and some people who were part of the studio said they kept some bands' contact information when they joined other studios, so we might still see them. I don't think anything's been announced, though.
It's a pity that those bands have to come from the usa. I'd send emails to a zillion german bands if they only could submit songs.
We have access to RBN an XNA, but as far as I know, the music licensing is in the way.
Tell me if I am wrong (i'd really like to be)

Just some thoughts:
When you contact bands that you want to see here, bear in mind that you need to convince them it's worth their while. They might be into this because it's a cool idea, but they also need to know they're going to have a paying audience here - especially if they're going to have to spend money on charting. That'll be tough, especially considering the number of people swearing up and down that they'll never pay $3 for RBN blah blah blah.
It's not enough to convince a band or a band's management that one or two dudes here on RBN are eager to play their songs. You'll have to convince them that by adding their songs to the RBN, they'll grab not hundreds but thousands of new fans; and you've got an uphill battle convincing anyone but an established act that this will happen. If you look at the numbers of scores that get posted, the bands that are selling that well are (unsurprisingly) already well-known.
Most of the buyers did NOT discover them here. You already knew them from other media.
We really have yet to see any new or little-known artists "break out" on the RBN. If people continue to buy the way they've been buying, I don't see it happening.
Unless, of course, the pattern changes. And that's sort of up to you lot, because it will only happen if a significant number of RB players start trying out songs that they haven't heard outside of the game, and that won't happen unless you guys - the most actively engaged fans of the game - do it yourselves and spread the word encouraging others to do the same. You see, the best music fans aren't just consumers. They write reviews, they promote the music in whatever small ways they can, they talk it up and preach it. They tweet it and blog it and share it, and it's people like that who create a scene in which musicians can flourish.
If you want your favorite bands to ante up for the RBN, they'll be counting on your fellow players to buy their music. That means they're counting on you to be their street team here, convincing buyers that the new music is worth more to you than the price of a lousy candy bar.

Technically, a band can even author the songs on their own, as long as someone with an American XNA account submits it. I believe Fairwood Studios has a proxy program where bands can author their own songs but submit them through Fairwood, and other groups may have similar options. I'm pretty sure this option is also completely possible for foreign bands. The only thing they can't do themselves is the actual submission of the song.
There are some countries that aren't available as options when picking what country the band's from, but in those cases they're allowed to just pick something else. Amberian Dawn is actually a Finnish band (I think), but they're listed as American just because there's no option to put that the band's from Finland. So the same thing could be done with other Finnish bands like Diablo Swing Orchestra.
One thing that can be an issue is language, since there are only a few languages available in RBN, but at least a lot of foreign bands have English lyrics. This could stop Balrog Boogie from making it in, though, which would be incredibly disappointing (I've got the feeling Latin's not gonna be added to RBN anytime soon).
