Alright, time for a serious answer here.
The fact of the matter is that the "Sgt. Peppers Lonely Hearts Club Band" was completely abandoned before it really came to fruition and the personallities for the other band members outside of Ringo were not fleshed out at all, and no mention is ever made of them.
This leads to wonder why people continue to refer "Sgt. Pepper's" as a concept album. Had the original concept been followed through with, The Beatles assumed different personalities and the songs connected as was planned, then it could rightly be called the first concept album. However, the only remaing pieces of that concept are "Sgt. Pepper's Lonely Hearts Club Band", "With A Little Help From My Freinds" and "Sgt. Pepper's Lonely Hearts Club Band (Reprise)", with the rest of the album being unrelated.
But anyways, the short answer is "The concept was dropped before any of the personalities for the other members could be developed" (Although, each member would have a different role than their normal one. For example Ringo was to be the lead singer (Through personality Billy Shears) and presumably everyone else would have switched instruments too)

It's really a "proto-concept" album (I'd considered Pet Sounds one as well). At the same time, there's a sort of musical unity in the songs (Within You Without You is the lone exception, although its "dissonance" with the rest of the album is less obvious on vinyl than it is on CD) that makes it easy to think that it actually is a concept album that didn't have the particulars fleshed out.

I think it is a concept album (but only barely), the concept is that it is all supposed to a concert by sergeant Pepper's band.
Doing it as one long medley or reveal the names of all band members is not really a must.
But it was not the first concept album, people like Frank Sinatra made concept albums much earlier,
