I got it to work. Finally!

    Here's what I did.
I deleted everything from the Lego Rockband off the hard drive (3 files)
I followed the deleted the License instructions as previously posted and then re-downloaded it.
Then I went into the hardrive under ROCKBAND and scrolled down until I found LegoRockband License and then copied the license to my 512KB backup drive.
I then went into Lego Rockband and went through all the settings (i didn't skip them).
I finally went into the Music Store, selected Export and it worked!

    I hope this helps you.

tl;dr: did you guys try clearing your caches or something to that effect then redownloading the license for export? (my lingo sucks, yeah...)
i heard doing that helps tons.

I was getting the error as well. Moved my LRB data to the memory unit I have my gamertag on, worked fine afterward. Maybe it's looking for account specific data wherever the LRB data is stored, and when it's not finding it there, it's throwing a fit?

    7. Power Xbox 360 back on and make sure you are logged onto Xbox Live.
    8. On the Tab where it shows your Avatar go to My Account/Purchase History.
    9. Scroll Down until you find Rock Band Export License and redownload it.
    10. NOW Launch Lego Rock Band Game (Free Play and make sure that I could see and play Rock Band 1 songs which might have reauthorized the console, I could)
    11. Go out to the Dashboard and Redownload the Lego Rock Band Export Pack from Purchase History
    12. Launch Lego Rock Band, got to the Store and go down to Export and you should now be able to Purchase the pack. (Make sure you have the 800 Points of course)

Seems Long and convoluted but I wasn't able to do anything since Tuesday and after many tries this is what worked for me, hope it helps you too.

    Good Luck
You=awesome. You win 1000 internetz for fixing the problem for me.

So I've tried almost every tip people have been posting and alas, got no where. I got my export code from the website, got into LRB and yes, the error code, so I took my export code and went into the manage account tab, says my code was already used. Super.

The sole purpose to buy LRB was to add these songs to my RB2 collection but regretably I have just burnt $60 for a disc I may pop in once or twice a month. If I knew this would have been this much of a hassel to export a disc worth of songs I wouldn't have wasted the money I did on getting this game.

Next time I just hope when something like this comes out, XBL won't be a deer in the headlights when it comes to their own tech support. Makes me think about wheither or not I will buy a "next" one.

I tried the steps people have put down and nothing seemed to work, called Xbox support and after being on the phone with them for more than an hour zip. Well here is what worked for me. YMMV

(Note: I have changed my Xbox more than once and still have same HD, this may have been what was causing the issue for me)

Also please be aware that this may not be the solution for everyone, but after many different tries this is what finally worked for me.

I figured I'd chime in with how I got around the error.

    - I redeemed my code from the Lego Rock Band website
    - Entered the license code into Xbox.com's redeem code feature
    - Went into the LRB Music Store, hit the Purchase Button for the export
    - Downloaded the file

Didn't even need to delete anything off my hard drive.

That's not "getting around the error", that's doing the Export process the way you're supposed to do it.

Merry Christmas all, let's hope you can provide a present for me!

I get the error code as well... thing is, I can't even get the code of the leg-export site in the first place! Apparantly my code is "not found, pleas try again"... and I've done this at least 10 times!!

Any advice on what to do?
