Sounds like you only downloaded the export 'key'. Once you've done that, go to the music store through the Lego main game menu. You will see the export option. Hit that then the download will begin...took me about 10 minutes or so.

    I've got a question (I have a PS3 so I'm waiting for export).

So you go to the site and enter your code, then they email you an export unlock code, so then you go to in game music store with the export unlocked, pay the $10, then they add a download to your download list containing all of the songs?
Or is it like RB1 where you pay $10, then it exports them off the disk.

So what I'm basically what I'm asking is if it's an on disk export, or a download export.

    That's correct. It's a 1.2GB file that you download.

Alright thanks. I'll need to make sure that my network is ready for that (my internet connection is weak).

It's both, actually. You use the included code from that insert in your game case on the http://www.rockband.com/lego-export website to get yourself an XBL code. THAT code lets you download the Lego Export License Key.

Once you have downloaded that license key file, you go into the LRB game, to the Music Store, and pick the Export Songs option. That will then take you back to the XBL store, where you pay 800 MSP ($10) to download the 1.2GB file that actually contains the songs.
