I just got the game, and for some reason, like in the Lego City Venue I have played all songs and only have 45/60 stars. Same thing with other venues...do you have to unlock other stuff in these? What am I missing?

As you progress through later parts of the story, you continue unlocking new sets in old locations.

I am confused by the order in which they unlock, I am at the UFO and have all the venues up to the plane complete except the Camper... why would it be holding one for the second venue so long?
