    For whatever reason, it seems like they're just not supposed to be playable in setlists (which oddly includes the 1-song Build-a-setlists early on in story mode, which despite being only 1 song are still considered a setlist). Even in Free Play mode, they're grayed out when you choose Make a Setlist.

    Why you can still pick their on-disc songs in Build-a-setlists, and why they still come up in random setlists, is a mystery, though... possibly an oversight? I dunno.

    Yeah I don't think my Spinal Tap works either even though I've played Heavy Duty twice in random setlists. I've played the Spinal Tap thing in the Zoo but they're all still locked. I'd like to know howtf to get all these songs unlocked.

    They're only blocked in custom setlists (which is every custom setlist in Story mode, including 1 song sets). They should be available to play right from the start in Free Play... I went and checked with a new profile and new save, and they were all playable there.

    I don't think there's any way to unlock them for setlists though. I don't know why not.

    i think you have to play them separately in free play in order to be able to play them in free play setlists. as i said earlier, that happened with we are the champions. i tried it with i want it all earlier, and after i played it, i could play it in setlists.

    Confirmed, I just tried that with Cups & Cakes, and it worked. Unfortunately, that only enables them in Free Play setlists (which I don't often use anyway), and not Story.
