    What happens if someone fully licenses a song that HMX already has in the pipeline?

    Like if Harmonix Licensed a song from Band X a few months ago but hasn't gotten to fully authoring the track. Then someone contacts that same band, and the band forgot they licensed the song already and lets them use the song for RBN.

    Would the song get blocked?

    Bands don't "forget" things like that. I can't possibly see this happening.

    But if it did, then yes, the licensing agreement that the band made with HMX would preclude anything the band later made with a different author.

    Unless the band manager and/or label get involved on top of the band...

    In most cases like that (major labels or larger indie labels) it's actually the label that has the rights to the masters, so the band can't negotiate the use of them anyway.
