I was browsing on Xbox Live Marketplace and saw this new icon "Rock Band Music Store" next to the Rock Band, Rock Band 2 and Lego Rock BandDoes that mean the RB Network is really close to be released!?

No, that's not the RBN store. That's just a central location for all things RB in the Xbox Marketplace.
