Beatles Rock Band if you even remotely like the Beatles and want to enjoy their music and the presentation in the background.
Do you like The Beatles? Rock Band 2 has more artists. The Beatles Rock Band only works with Beatles songs no other bands.

If you like all types of Rock music, and wish for a 1000 song DLC Library that's better than Guitar Hero. Get RB2
If you like The Beatles and want to get the family around, get Beatles.

RB2. Of course the fanboys here will say TBRB, but the fact is that RB2's library is far more diverse and large than TBRB's will ever be and there are far more fun songs to be found in RB2 than TBRB.

I say get both, if you can afford it.
TB:RB is a great game for fans of both the Beatles and Rock Band.
RB2 is an awesome platform for many kinds of popular music from diverse genres and decades, even 70's Country.
As for the Metal Track Pack, play it before you download it. So you know whether you're going to like the songs available on it. Also, it's currently the only means by which you can get Bulls on Parade - Rage Against the Machine.
Live music should, for the most part, stay that way.
