In fact, people poking around the songs' code discovered a datum for ratings on new songs a few months before Lego came out. I'm guessing at least for songs from that point on, someone from the audio team enters a number based on whether they think it's Lego-friendly or not. Seems more practical to me than sending every single song to the ESRB/Travellers Tales/Warner Bros./Lego Group for approval.
What part of "Harmonix wanted to make sure that LEGO RB remained kid-friendly" do you not understand?
They want current RB1 and RB2 owners to be able to get LEGO for their kids (or for visiting kids) - while the kids are around, LRB stays in the tray and everyone's safe, and when they're gone, the main game discs go back in and everyone's happy.

Well, the "LEGO Rock Band Forum" would've been a good start.
There's really no excuse for a forum regular to be caught off guard by this when the game is more than two months old, has it's own subforum, and has a thread in the announcements forum detailing this very information.
