First of all, RB2's sales were considered below expectations. RB1 sold better than RB2. So yes, the fact that TB:RB is selling at (or below) that rate is disappointing, especially when you consider that TB:RB was a much more expensive project. The license alone set them way back. The game had been in development for years. It was built from the ground up (as opposed to RB2, which lets be honest, was more a tweak of RB1 than an entirely new game). And the marketing campaign was very aggressive compared to the other Rock Band titles. I remember reading they had hoped the game would sell 1 million domestic in its first month alone. Instead it took all the way until Christmas to reach that mark.
