specific gig for the record producer

i'm well over halfway through every venue, but the record producer to unlock the next vehicle refuses to show up. where do i find him so i can hire him

You need to play the first gig in whichever venue that is.

A general tip for filling up your staff: new staff can be hired after playing the first gig on the first venue for every vehicle. The record producer can be found after playing "Accidentally in Love" at the Jolly Rocker.
