Content that is "pulled" pretty much stays up forever so that people can redownload it if they purchased it originally but no new people can buy or download it. I really want the game Lost Cities but the link is forever broken after Sierra got bought out.

Not entirely true.
If you want to redownload something you've already bought/downloaded previously, you can access your download history through somewhere under the My Account on your Xbox.

Yours implied that was why those links were up, when that isn't the case.
For those who wish to redownload something (in this case, a song they previously bought), they wouldn't go back to the store page and redownload it. They would go to a separate location to redownload it.
