Every time I'm in tour Suffertage City by David Bowie is always grayed out in tour mode in make a setlist.

What console are you playing on? If you're on the 360 or PS3, all you need to do is download the patch and it will fix the problem. If you're on the Wii, you won't be able to pick any David Bowie, Queen, or Spinal Tap songs other than the on disk ones while playing tour mode, but you can still play them in Quickplay.
