I originally intended only to include bands I had never seen mentioned on this forum, but after beginning to share this list with others I tried to only include artists with fewer than 10,000 listeners on last.fm (Quite a bit lower for less popular genres), though I occasionally allow flexibility on that rule if the album in question has a particularly low number.
