As an author I can say that we definitely use them where they're appropriate.Why doesn't TAG use the drum roll mechanic in most of it's songs?
that said, I don't think there's a spot in diamon eyes where I'd consider it appropriate, every spot that MIGHT warrant it is constant anyway, and adding drum lanes there would ruin the chart.
Also, drum lanes are meant for sections with either an incoherent pattern, or something thats too fast to play properly on the RB kit.
diamond eyes contains nothing within those criteria.
And if it makes you feel better, rest assured lanes were considered.

I would personally use the rolls in several places in the song, but I think not using them when the hi-hat was really going should have been failable. I don't think that stock Rock Band kits can take rolls like that accurately.
There was a Rishloo or Halcyon Way song that used the rolls in consistent spots and now I need to go back and find it.Signature!
