I know there is the ability to transfer the tracks from Rockband 2 to Rockband 3 but are the tracks that you transfer able to to be played in the pro settings, such as pro guitar?

No. If you want, you can buy Livin' on a Prayer and the corresponding Pro guitar chart from the Music Store in RB3, but that's it for anything close to Pro guitar on RB2 tracks.

No. They're RB2-era format. None of the new RB3 features, such as keys, harmonies, pro modes outside of drums, strum/trill/drum roll mechanics.
