why didnt beatles rockband be a transfer to rb3

why didnt they allow you to transfer the songs from the beatles to rockband 3 it has a export code im confused i really wanted to play those songs

That's not necessarily an export code; it's more like a serial number.

It can't export because whoever owns the rights to the Beatles songs did not want to license them for export. This was disclosed up front before the game came out.
