The Doors PRO Upgrades.

It still says no content available for me on the EU store. I have never been able to download the PRO upgrades since buying them.

Why is it taking so long for these tracks only? Some type of Licensing problems post release.

Given that you've paid for them, you can and should also hassle Sony directly. It's Sony who have taken your money but not given you the file. Harmonix are one step removed from that.

You're possibly in a stronger position to get Sony to sort their ideas out than Harmonix are. You can threaten them with taking them to the small claims court for not providing the contracted service, which should at least prompt an immediate refund.
