I just wanted to post to thank people for weighing in with their opinions on the Ozzy pack. There have been some great comments from posters on both sides of the fence and it's great to see more constructive criticism and insightful evaluation of the perils of licensing than "IZ GOOD / IZ BAAD" comments in this discussion.
I'm collecting comments and links from this thread and I'll be passing it along to the Audio and Music Licensing teams for review. Sales, licensing, artist and label relationships make up a big part of it, but I wanted to remind everyone that hardcore members of the community here on the forums have a voice as well. Thanks again for posting.

Licensing. An artist or label may license a song only if it's a pack exclusive. Ozzy may have said, you can release Bark at the Moon, but only if it's sold with these other songs that I want to promote. HMX might have decided that it was worth the exclusive terms to get the song in the game. As a player, you may or may not think that's a good deal, but at least you have the choice.
Pricing. HMXHenry has implied that the pricing will be discounted. The details matter a lot, and they have not been announced. Any time I look at a pack and think about getting more than half of the songs, I start wondering whether the pack discount justifies getting the rest of the songs. If there's a bigger discount, the pack is a better deal.
Hey, folks can hate on the concept of making songs available in just a pack, but I think it's been a long time coming. Besides, they said the pack would be discounted a bit more than normal anyway. All in all, I don't have a problem with it.
Oh and while it might not be a benefit, per se, but lots of people who buy the pack will now own a few Ozzy pro grade guitar songs, and might have more incentive to buy a pro guitar. Of course that helps keep the franchise going etc.

Since RB3 came out, I've been all about the pro keys. Up to this point, I've gotten every song with a keys part, but have avoided songs without keys unless the pack discount made it worth getting the song anyway. (This includes all RBN songs with keys except the 2x Bass Pedal versions.) I would like to continue my streak. If either of the pack exclusives have keys but most of the rest of the pack does not, I will have to think long and hard about how committed I am to getting every song with a keys part.
I have gotten a bunch of songs I don't really like, just because getting every song with keys seemed worth it. If I decide against this pack (or against a future pack with an exclusive song with keys), I will have less incentive to continue to get every song with keys.
My impression is that I am not the only one currently getting all keys songs, but there are not a lot of us. Packs with exclusive songs will force us to make hard choices.
