Why is "Bigger Than A Kiss" on sale for $.99 on the PS3 this week ?

In the 2 years I've followed RB on PSN, songs almost NEVER go on sale.
Just that one week after the 6-week outage that had Johnny Cash.

So I'm wondering how did "_exactly_ 1 RBN song" go on sale this week...
