When was this said? Did they ask for it to export? Sure, but I doubt they've been clawing at Metallica's door while even the public knows they are/were exclusive.
I remember a Metallica pack was actually announced late 2008/2009 if I recall on an MTV (or VH1, can't remember) thing but it never came out.
There was an announcement made that we had an 'unprecedented deal' with Metallica that gave Harmonix access to a career-spanning amount of content.

You could see the five songs we've seen as just that, if you stop looking from 2011, and realize that five songs for one artist was quite a bit before Rock Band.

He may be referring to when "Fuel" was announced as being on the DLC schedule in an issue of OXM. I specifically remember it being on schedule for the month of March 2008 but that obviously never happened. "Message in a Bottle" was also one of many songs on that list but it ended up releasing April of that year.

Fuel was with Wrathchild and something else in Metal Pack 01, which was all covers, no?

Yeah, I think the third song may have been a song we did end up getting eventually though (and not as a cover). But I don't remember what song it was.

Just threw some words into Google. Third one was Supernaut(Black Sabbath?), and we did not get it.

Looked at the full month, though, and the second week was set to have Shooting Star as a cover.

Metallica has done an album with another Sixties artist, this time Lou Reed. It's supposed to be great.

I would pay big money to have The Beatles in with regular Rock Band

I would definitely be willing to pay to have the Beatles Rock Band imported into the regular Rock Band game. And not just the usual $10. I'd pay for the game again. What? About 73 songs? Well, then, $73 seems like a good price. I'd pay it.

It pains me to have to put in TB:RB just to play a few songs, then go back to Rock Band 3 and plays songs from every other band. Imagine playing The Beatles mixed in with the likes of The Zombies, The Who, or Nirvana! I think it would definitely add a whole new excitement to the game.

Put it out there and make some extra money, Harmonix!

Cute, you think the export is held up because of HARMONIX'S choice.

Can't have one without the other. I really don't want to play "Dear Prudence" only to have it sung by a dude wearing a spiked gas mask, frankly.

A peek into my RB dreamlist:

Simon and Garfunkel: "A Hazy Shade of Winter"
    Icehouse: "Icehouse"
    The Spinners: "Spaceballs"
