Topic has been discussed many times on forums in dlc discussion threads and people were talking about date of this album coming constantly, Henry never chimed in that the album would not be coming (once he said something along the lines of "we have nothing to announce at this time") where possibility of Metallica coming was outright shot down.
And we did get single off EL in RB3's setlist so saying EL material was never on schedule is kind of hard to believe, you can believe it (because they could release a far bigger song than crosstown traffic if they could do just one song).

The other possibility here is that the album is not coming indeed - but the greatest hits pack is coming, afterall it is a double album (with two tracks clocking at nearly 30 minutes), so what we might get is a compilation of best songs suited for RB3.

Show me where I said the album must be coming solely because of crosstown traffic?
I said it's a hint that HMX definitely did not rule out possibility of releasing it at some point, just because Henry says it's not on the schedule now, doesn't mean it will never come or like I said they are already preparing Best of Pack from Jimi.
