Exactly. So, given these limited resources, why would Harmonix waste a spot on releasing a second version of the same song, only with double bass?
Unless, of course, you're talking about releasing the double bass version instead of the normally charted version. If that's what you're asking for, I think you need a sense of perspective as to what the Rock Band userbase really is.
These are old figures, probably post-RB2 era, that I recall seeing from some presentation Dan Teasdale did, showing the various things which RB players did. The number of people who completed any song on Expert difficulty was in the range of 10-15% of all players. The number of people who actually care about double bass are solidly in that group, and are, in reality, a minority of a minority. They're a very vocal base, but they're quite small in comparison. The number of people you would anger by tinkering with all the difficulty levels in order to make songs harder to play wouldn't just effect people who play on expert, so you're talking about angering a group which is probably several times the size of the double bass crowd. Maybe I'm wrong, but last I checked, it tends to be bad business to please 50,000 customers if the cost of doing so is to anger 500,000 customers.
Exactamundo, this can be achieved by either not released the effected 2x songs at all on ps3 or by releasing the one and only full version going forward where expert would be the full track. I would agree with this concerning HMX charted songs too. If you are going to do something, do it right. I would rather the full versions be released since not releasing the songs at all is a slap in the face to everyone which is worse than the way it is which is only a slap in the face to drummers.

You're confused. The only given version of the song(for ps3) will automatically get sales from everyone else who doesn't play drums and if a full bass track exists why not do it the way the song was originally played. It's not like double pedals don't exist, even for Rock Band or Guitar Hero.
Harmonix has a rule set in place that 2x Bass versions can only be released if a standard version already exists though (for RBN on 360). Given that they set the rules and could (in theory) break them if they so choose, it's not outside the realm of possibility, but I assume that this policy was set in place for some other reason.

It's a possibility that got brought up by the lovely HMXLachesis awhile ago. Someone actually linked it earlier in this thread but it was closed and I hope for this to stay open longer to try to get a better sample of opinions. At least if the majority doesn't want it then I understand the decision.
