I think 10 points is enough forever. NO MORE POINTS.
I want to get new points when a band from my wishlist is announced.
It would be more fair if everyone got more points on a regular basis (weekly/monthly, etc).
It would be more fair if everyone got more points for special occasions (holidays, anniversaries).
Points should be special rewards given to contest winners.
I want more points but I don't know how / when I want them?

You know, I've been mulling that exact question since the points for Korn and Winter requesters were announced. Frankly, giving more points to people whose bands are chosen feels backwards to me. They got their choice in, so they can already go reassign those points to something else they want, and now in addition to that they get to vote for even more stuff they want while the rest of us are stuck with our initial 10 points, still assigned to the same stuff we initially voted for in the hope that we'll get it someday.
Granted, I don't have a good idea about what would be a good way to distribute extra points, and I'm not even sure that distributing extra points to anybody is a great idea for any reason. From HMX's point of view I would think that you'd want to distribute extra points to people who pick stuff that you release that then sells like hotcakes, maybe. A "wow, good call, give us another" kind of thing. If you release KoRn, and it sells fewer copies than Night by Gigakoops (to throw out a completely ridiculous example), do you really want the people who suggested KoRn to have more weight behind their suggestions from that point forward?
I do like that you can see the ranks on all your artists, even though four of my 10 are at the exact same, probably lowest possible (tied with one vote each) rank of 1831. Maybe the right way to give extra points is distribute some to us poor fools who are throwing our weight behind hopeless causes?. Anyway, I'm glad to see Genesis gets a much-deserved place in the top 20, surprised Porcupine Tree is all the way up at 48, and shocked and saddened that Peter Gabriel solo is at a mere 253.

I have a question. People will be getting their extra 5 on Tuesday when the songs come out. So my question is... If I put CCR in my list right now will I get the 5 on Tuesday?

I finally put up a wishlist. 4 points for Crossfade, 2 each for Rush, Creed, and Seether. Didn't dig too deep when coming up with the list. I wants me some Crossfade though.
My point really was, if people have the band, they already get rewarded before HMX hands them extra points, since they can redistribute. Does that reward really need to be compounded?
Points given out for one week, you're absolutely right. Not a big deal. Done weekly for a month, probably still not a big deal. Done weekly for a year? Two years? Big deal yet? Results skewed toward those who already got what they wanted yet? Depends on number of users and number of points passed out to each. I don't know for sure, and I don't think you do either. Maybe the powers that be that work at HMX have done the math and thought about how this scales, maybe they haven't. Dunno. All I'll say is if they haven't thought about it I think they should before they set this precedent.

Anyone can redistribute. I can redistribute right now, I didn't have CCR, EWG, OR KoRn on my list.
Not really, unless you're looking at the ONE week they got an artist 'right', and apply that track record to the next two years. Only some 80 people got KoRn, that's a pathetically small number of Dashboard App users, a pathetically small number of Rock Band DLC buyers, and a pathetically small number of people. Oh no, they got an extra 400 points to spread over EVERY ARTIST EVER. Now things will be unbalanced!Results skewed toward those who already got what they wanted yet?
It won't. If anything, it's more weighted NOW, when barely anyone has won, as opposed to your two years down the road, when ANYONE with the names of ANY ARTIST in TWO YEARS of DLC will have extra points. NOW does it sound skewed?
Even then, who CARES about the results? People wanting something =/= people getting something.
