I want to get new points when a band from my wishlist is announced.
It would be more fair if everyone got more points on a regular basis (weekly/monthly, etc).
It would be more fair if everyone got more points for special occasions (holidays, anniversaries).
Points should be special rewards given to contest winners.
I want more points but I don't know how / when I want them?

That sucks, I could have had five more points for Megadeth.
Why is it that Muse can't get in RB? Are they against licensing anything ever again? Or are they owned by someone else?

Band still releasing material tends to be more favorable to pop-culture than band who hasn't released anything new in around 30 years.
Heck, I haven't voted for LZ because:
1) HMX knows we want LZ, it's not useful info.
2) LZ is unlikely unless the license holders change their mind about rhythm games, ease up their stranglehold on masters, and probably offer them for a reasonable price, or get HMX to make a game AKA TB:RB.
Side issue, some of the rankings are wrong. The app has me listed as #16 on Low Rider on Guitar, when in fact I'm tied for 3450th or there abouts.

If you intend to use the app as a social game, keep giving out points for correct guesses. If you plan to use it as a source for request data, you really don't want to do that. It encourages some people to try to guess likely artists instead of choosing them as requests. Even if not many people play the prediction game, any of them that do will weaken your use as a request database. (I will admit that it rocks just a little bit more when I get new songs by an artist I like and more points to vote with, but that doesn’t mean you should keep doing it.)
For maximum data mining utility, I would just give out more points over time. Maybe reward early adopters by giving points based on when a person started using the app, or give a person a point if he played Rock Band that month, or celebrate (while reminding people of Rock Band and the app) by giving everybody a couple points when Harmonix releases a new game. Or make it easy on yourselves: just give everybody more points over time. Roughly a point a month seems right to me; each of us who keeps playing and buying songs could probably request a hundred bands and a slow trickle of points will probably keep us interested while keeping single-banded voters in check.
