secondly, yes as Jnight said. some people play for fun. but as you can see in the second and fourth post you made here, you are looking for people with skill. so not just for fun.

I dont understand why people add people based on skill / difficulty. Some people are new and still want to have fun as well.

It more of a matter, I don't want to be only easy or disk songs. Hence why I only really add people with DLC and are typically on Expert. Personal friends are exceptions to that rule.
