Yes for pro keys/pro drums/vocals (as stated in just about every article on the game), probably not for pro guitar or pro bass.
To answer you TC (and everyone else who has this question or other variations thereof): Since this game is downloaded via the marketplace I would more than likely presume that the initial download installs both the game and the songs somewhat separately so that all the game does is read what songs are on the hard drive and then, because the songs are automatically installed onto the hard drive too, that the songs are read like other DLC. This would mean that it the songs simultaneously get installed as DLC and the game (RBB) is just hardwired to sort those specific songs as being "on-disc" material.
TL;DR: Main setlist songs and RBB are installed technically separately (the songs being installed as regular DLC) and the game is porgrammed to list the 25 specific songs as "on-disc."
