So does this mean if we transfer the songs from RBB toRB3 we cant get pro guitar upgrades. We'd have to purchase the song separately then by the pro guiat upgrade?

What jib said. You buy the game, export it, and eventually pro upgrades might be released for some/all of those songs, but it wouldn't involve repurchasing individual tracks.
