The definition of a ballad is just simply a form of verse, usually set to music (in most cases, love songs). Power ballads are simply ballads delivered in a heavy "rock" method. If you hear a hair metal band doing a love song that is slower than most of their songs, it is most likely a power ballad.
Power ballad is often synonymous with "cheesy". There are some very non-cheesy power ballads out there, though.

That singer makes me feel confident about my singing skills (which are nonexistent, in case you're wondering). He truly might be the worst I've ever listened to, and I've listened to a lot of 'em. Otherwise, super excited to get some more 80s hair metal!

yay for hair metal. unfortunately, i find these tracks to be a little too much hair and not enough RAWK! pass.
I don't care for the band, or the vocal style, but it is worth noting that it does take a degree of ability to be able to sing in that style, and maintain it for an entire show... and for 20 years. It's not nearly as easy as it sounds.
It's like when people criticize the Bee Gee's vocal style (note: I'm not actually comparing the two, as the Bee Gee's are much more skilled vocalists). To call it annoying is fair, absolutely, but to call it talentless is something else; it is not easy at all.
