They already specifically said they can't do disc songs because they need the song in the store to put the upgrade with. So no, they can't just put the upgrade up for sale, unless something has changed since then.
Edit:
There's a reason the stopped doing that very early on(and I believe it was just subdivisions and 1 or 2 doors songs). So maybe it's a technical thing or maybe it's a business decision, but they said it won't happen.

That's just nit picking. There are at least 5 on-disc songs which were re-released in the library as different versions with pro g/b tracks added (and in some cases basic and pro keys). Same music, same basic guitar, basic bass and drum charts with new pro g/b/k charts added (and now some poindexter will chime in with, "not true--they changed two basic bass notes in so and so song"). Of course, they did make you buy the whole song again, but I think that most of us pro g/b enthusiasts would pay the extra buck for the charts, if they chose to offer them that way.

It's not nitpicking if they are just releasing blitz and, unless they show up in the store some way, they would have to rerelease the songs after just having released them, and this time it would be the EXACT same charts, unlike the others which added harmonies, keys, pro keys, and the new lane features to the guitar and drum tracks.

(Huh, I forgot about harmonies). It's true that they would be re-releasing the exact same song, with exactly the same basic g, b, d, k, v, pro k and h charts, but it would benefit people who chose not to buy Blitz just to get whichever few songs they re-released. If I were them and I wanted to do this, it would be 1-3 months after the introduction of Blitz to get those people who just had to have those songs but who had absolutely no interest in the game to spend the $15 to get them.

So you're just suggesting actually putting them up for sale as individual dlc. That would work fine but I'm not sure they'd go that route.
