    In order to 1) make sure song files imported properly to RB3 without yet another patch and 2) keep people from downloading the demo and having free DLC automatically popping up in RB3, they kept the export package as something that isn't actually acquired until you get the full version of the game.

    It could also explain why HMX has stated that adding pro guitar/bass upgrades after release are possible.

    No, if you download the whole thing as one package through Blitz, there's nowhere to add individual pro guitar upgrades.

    Maybe the Blitz songs appear in the music store exclusively on Blitz of which pro upgrades could be bought like how you can't see RB3 era songs in RB2's store.

    Or you download all the songs in one package (which, being the core soundtrack of the game, you might not even have to go to the music store to find), with no listings for individual songs, and no potential to confuse Blitz-only players by selling a feature that can only be used in another game.
