But how "good" a band is, that is completely a matter of personal perspective. Just because you would deem it is as less valuable does not make it less valuable as an absolute.

not completely, also i should've said song(s) instead of band, because some bands are really good technically but just make really dull songs.

but a song that only uses 3 chords on a guitar and has cheesy lyrics but sounds a little bit nice has more chance of selling than music by people who actually know how to play a guitar, is what i'm trying to say.
there is no way you can say the first song would be better, if it's completely repetitive and extremely dull. you could say it sounds nicer. but better? not something i would say.

The classic rock and oldies stations have been shifting to pushing the cutoff to '89 and in some cases '95 to include grunge. So, yeah.
