Why was this posted in more than one forum? If I were you I would have posted this thread in this forum only.

Looks like a band called Marillion. I just dragged and dropped the image into Google's image search; came up with the link to this album.
AsianSteev: if you can read this, put more Ska songs on the RBN! Please?

As mentioned above, this is Marillion (in their current lineup - they no longer have the same singer as they had in the mid-80s when they had a modicum of success with the singles "Kayleigh" and its companion piece "Lavender"). Wish I had clicked this image sooner because I'd recognize them in an instant.

The image is from their "Less is More" album, which is basically an unplugged/rearranged do-over of several songs from their relatively-recent career. None of which I'd say is particularly noteworthy.

They have a track on RBN (was there at RBN 1.0 launch) titled "Whatever Is Wrong With You". Not their best work but still worth picking up.

Here's a pretty good example of what they're about: "The King of Sunset Town", the leadoff track from their fifth album (and first album with Steve Hogarth as singer), "Seasons End".

Yeah, that's Marillion. As with thatmarkguy, wish I would've clicked that sooner.
