I was under the impression that RockSmith didn't need separated master stems since it doesn't mute out the guitar while you're playing.

That is correct, standard MP3 audio is used for Rocksmith.

Which is why for some of these older song we should temper expectations.

BandFuse is getting "Jessica" so the masters do exist (what version it is though we don't know yet)
