Cipher's already mentioned Diablo Swing Orchestra again, but I also want to point out that they put out a new album a couple months ago and it is, in my opinion, completely amazing (I don't know if it ever got mentioned in the old thread, I haven't been following it for a bit but I did check when the album came out).

I posted about them in TAG's thread a few weeks back, but I'd really like to see these guys pop up on RBN: Saint Motel. They're an indie pop/rock outfit with a pretty unique vintage-y sound who just released their first album Voyeur on the indie label On the Records a month ago. I mentioned these in the TAG thread, but here they are again in case they're still out there for the taking.
Music lovers who also happen to be computer graphics enthusiasts have at least heard of Animusic, and odds are they love the music as well as the graphics. While not every Animusic track would suit the game, I think some would be awesome to get, especially "Future Retro" and "Harmonic Voltage". As far as I can tell, composer Wayne Lytle, who also runs Animusic with partner David Crognale, has retained full ownership of his music. And, by sheer coincidence, Animusic just today (August 6th) launched a new Kickstarter project to help bring Animusic 3 to light. Now might be the perfect time to contact them, especially if they're looking for more publicity for their new material!
While the Alan Parsons Project is tied to Arista, part of the Sony/BMG conglomerate of labels, Alan Parsons as a "solo" artist has published his last three albums on smaller labels: 1996's On Air, 1999's The Time Machine and 2004's A Valid Path. I understand music even from the '90s is often stored on analog studio masters, which could make the upfront costs rather steep. However, Parsons always was on the bleeding edge of music technology, and it wouldn't surprise me if he has everything digitized already anyway. Of course these smaller labels may still have distribution deals that bring them into the Big Four's web (and one of the labels later went bankrupt), but Parsons seems to have cleared at least enough legal hurdles to offer tracks from On Air and The Time Machine on his website. I would love to see any tracks from any of these three albums make it into the game. "Fall Free", "Press Rewind" and "More Lost without You" in particular would work well.

Also, Ben Folds (Ben Folds Five), but that might be asking a little too much. He is on Epic's label.
Figure I'd give it a try since they'd most likely never be HMX DLC.
