Harmonix has already said they wouldn't release the song and upgrade separately were they to ever do RBN Pro. So no.

For what reason? Multiplayer compatibility? Requiring pro guitar/bass to be in the bass download would drive up costs and put non pro guitar players off of buying RBN content.

where has HMX ever said they would even consider ever doing RBN pro at all? everything i've ever seen HMX say on the subject has been to explain why RBN pro upgrades won't be made. i've never seen them speculate on how RBN pro upgrades would hypothetically be made available if they were to change that policy, since they've stuck very strongly to the no-pro for RBN policy every time the subject comes up.

Just wanted to say thanks again for the awesome Foreigner tracks. I also noticed we got the album version of "Waiting for a Girl like You," and not the single edit, making it even more awesome.

I think ending "I Want to Know What Love Is" on a minor chord is kind of strange, but I really like the new ending for "Waiting for a Girl like You." Nice work.

How often to the RBNetwork metal band updates change? Seems like Halycon Way and Asking Alexandria have been going on for months now... would love to see them swapped out for some Chimaira, Gojira, Fear Factory or Dethklok...

short version: RBN is a way for artists to get music in RB themselves. so if those bands you want aren't in it, then they don't want to (or not for only 30% of the sales, at most if they do all the work themselves) or they don't know it's possible.

try e-mailing the bands you want to see if they want to make their songs available!

That's not how it works at all.

An authoring entity contacts a band (or the other way around). They ask if they're interested in RBN. If the band is interested (and the labels), then there's work put into songs that there's agreement on. But if an artist or label is not interested, no one can do anything.

I'm not saying that all those artists have no interest (I personally do not know), but I'm saying that it's not as simple as taking a song and charting it.
