It isn't, it's just another ridiculous pop song that got famous as a YouTube hit and numerous artists and bands covered it.

South Park's Eric Cartman's cover of Lady GaGa, that's what you call a novelty (LOL) song.

Now thinking about it, Lady GaGa herself was more of a novelty than any of her songs...ok maybe not, but she downright looked like a Swedish one-hit wonder.
