It wouldn't necessarily take that, all it would take is not having at least 2 (or whatever number you choose) relatively great (but not gold star) scores out of the first 100 scores. Yes, I'm saying that it could happen because this is the internet, and a group of people somewhere on a message board could easily decide that they want to do this and get enough people together (especially if it was a gaming forum). But also, what if it just so happens that the first 100 people to play the song are all average players, and get something around the four star level (unlikely, yes, but entirely possible). You end up with the same result. If they were to do something like this, I think they'd need a much larger sample size (at least 1,000), and they should probably wait at least a few weeks before implementing it to see how the scores trend over that time.

Making some star cutoffs score-based and others leaderboard-based would make things more complicated than they need to be. They shouldn't lower the gold star cutoff for Cult of Personality just because it's a hard song. If a few songs out of nearly 4,000 are impossible, so be it. Some songs are impossible to gold star in the main Rock Band games.

Yeah, they fixed the threshold back in RB1 because some songs COULDN'T be Gold Starred, not because you weren't good enough to FC a long solo. Your playing ability doesn't make anything broken.

"Broken" is too strong a word for the issue people are describing here and with respect to RB3. But there's no reason why the game shouldn't strive for consistency of difficulty of star achievement relative to the actual technical difficulty of the song. It's pretty ludicrous to argue that someone who literally hits all but one note in GGAHT's second solo didn't play well enough to earn Gold Stars given the fact that you can easily get Gold Stars on similar songs with shorter solos with a far inferior performance. Requiring 100% of solos given the way the points are allocated is just completely inconsistent with the way the star levels work in most of the game.

In a similar vein, it's pretty silly to say that (as one example) Welcome Home should be much more difficult to Gold Star than other songs of similar technical difficulty simply because there are only five vocal notes in the first checkpoint. If there is a way to avert this inconsistency, it should be done.
