Yeah, drums and vocals are always the same pro tiers. Keys and pro guitar/bass can differ though.

Anyways, seriously, listen to those keys in You Spin Me Round again. They're insane and definitely deserve devils.

Some more advice: harmonies directly impact the tier. Look at the RB1 and RB3 versions of the first Queen pack for examples (especially Somebody to Love and Killer Queen).
