I put it at 2 dots because the vocals during the verses are pretty close to talking vocals.

Talkies don't bring a song's vocals difficulty down. For example, "Buttersnips" by Periphery has a ton of talkies, but it was devil tiered in RB2 (Nightmare on RB3 due to RBN song tier problem).
