I started the Rock Band 1 throwback challenge at the exact same time and I have 12 songs finished for that challenge, and still 0 out of 30 stars for the Free challenge.
I've been doing the challenges since the game came out. I know they take time to update.

Aw, man. I'm so going to miss out on my free DLC with only 500 codes and me stuck at work for the next seven hours. Drat! I'll still give it a shot, I suppose.
Alright, now with them giving away DLC, I'll have to stay up far too late on Monday nights to see what the new weekly challenges will be...

Yeah, I had to make a similar valuation this morning. Probably 6 and maybe 7 songs, 3.5 minutes each... looking at over 20 minutes late for work... for a 2 dollar reward... nah, we'll let the unemployed and the nightshifters enjoy this one.
Technically speaking I'm not even eligible to win anyway, but they usually don't check the whole "Resident of the US" thing closely on two dollar giveaways.
