They didn't intentionally do it.
All songs are rated between 1 and 600 on the difficulty. The tier breaks are disk dependent (RB1 tiers are slightly different from RB2 tiers, same with RB2 and RB3), mostly because the tier tops and bottoms are set by songs on the disc. So, say, 501 is impossible for guitar on RB2, but 520 is impossible on guitar on RB3, so songs inbetween move around.
Anyway, rather than having a "tier X" flag, all the RBN songs were set at the bottom of the tier they wanted to be on (so all impossible guitar songs on RB2 were set at 501 if you use the above example). When RB3 changed the tier numbers, it changed how the songs were tiered.
So some impossible guitar songs, for example, "Betty and Me", are listed as nightmare tier instead. It was a specific issue for RBN1 songs though, as they weren't fluidly labeled like official DLC.
In other news, some songs were just mis-tiered. For example, Jerry Was a Race Car Driver is the hardest bass song in RB3 on normal Bass. Yet it's only Nightmare level. How do you want to handle those?

Why is THAT? I think we can safely say a song like "Guitars SUCK" is harder than "Buster Voodoo."
We needn't go too deep with the "That's tiered wrong!" subthread, but yes, it is quite preposterous that that's 5-dot and "The Look" Bass is devil. "The Look" should have been about 2 or 3.
I'm not so sure. The Look may be the same thing over and over, but it's tiring and fast, easy to slip up and not FC. I got 100% but I doubt it was a FC. Maybe 4. 2 is too low, but definitely not devils.

It's precisely the same as Parallel Universe, only slightly slower, and Parallel Universe is a 3-dot.
All RBN songs are put at the same value on difficulty, so that the authors don't have to mess around with that kind of thing, and so they don't get a song that's put harder than Satch Boogie that's actually about as hard as According To You, since that kind of thing is impossible to check on with the current testing system.

Simply because they could only select a tier on any instrument, rather than rate them on the HMX numerical scale (which would potentially cause other issues and wildly inconsistent tiering). The lack of it also makes RBN easier to trouble shoot and deal with. It just also happened to cause the tiering issue)
I was simply mentioning it as this thread is in theory based on the tiers, rather than being based on simple tiering.

Llama isn't that hard for me tbh. I five-starred it on both expert drums and guitar.

I'd say Llama fits for one of the hardest Full Band, Pro keys is hard, Pro guitar is hard, Pro bass is bat**** hard, Drums are awkward hard fast beats, basic guitar/bass/keys are a pain. But I don't think it should sit alone there. Paradise by The Dashboard light might not be devil-tiered on everything, but the vocals aren't that easy, either pro keys nor drums. Andromeda songs should fit there too, along with Amberian Dawn, and so much other stuff. I don't think we should divide by the game's tier, but by the obvious tier.
