RB3 is still populated enough, shouldn't take more than 5 minutes to find someone, if they're willing to play with you that is.
As several people probably stated already, the majority of people would have dlc and won't be willing to play only disc songs. This is speaking from my experiece on the psn though. I still try to play as often as I can, but due to various reasons I temporarily lost all my dlc though so I'm lucky if anyone sticks around to play with me.
So I mostly play rockband 2 locally, because I enjoy the disc songs way more, and locally because it's practically pointless trying to find anyone in matchmaking. I'm sure there's quite a few people that play rockband 2 regularly, but you probably won't find them online for that same reason.

I play and try to coax non-musicians and musicians to join up. Every device except keys are wired, so it's very old-school garage looking when you see all the cables on the ground leading up to the ps3. I do wish they would make a downloadable copy of the game so new folks can easily become a part of it!
