Quite annoying seeing as I already have GDRB but decided to get the songs again for RB3 so my band could use our own avatars.

Any discussions or reply from HMX about this yet?
Um, why didn't you just export? For $10 you could have had everything just export to RB3.

As far as I was aware, The Beatles Rock Band and Green Day Rock Band do not allow you to export the songs from them to Rock Band 3...unless I'm mistaken, otherwise I would have exported the Green Day albums months ago.

You're half mistaken--GDRB certainly can be exported; many, many of us have done so. (You're right in that TBRB cannot be). See the details of how to do it here. I never actually played GDRB; the disc was only in my system for long enough to do the export.

Conceptually, exportation is not into one game or another, but from the game disc onto your HDD, where the songs can be played in other games. Having exported the songs from GDRB you can play them in RB, RB2, RB3 and Lego (the "Family Friendly" rated ones), unlike the versions of the songs newly added to the store, which can only be played in RB3.

The Beatles did not export. Green Day exported on Day 1 on the PS3 and 360, and expoted when RB3 came out on the Wii. You do need a unique code provided in the game though, and usually that's only in a new copy.
