Well, for one, I probably wouldn't buy it unless all of the songs from PS3 could transfer over some how. And I don't think they will.

It would not be called Rock Band 4.
I would only have a passing resemblance to Rock Band as we know it today.
Everyone would have to start from scratch in terms of adding songs to the game.
The marketing needs to present the game as new and disconnected from the RB franchise everyone already knows as possible. Too many folks would take umbrage to having to repurchase their song libraries otherwise.
If we're very VERY lucky, the old peripherals might still work, but don't count on it. We'll probably have to buy all new ones of those as well.
My guess, there will only be GRYBO guitars in any new incarnation. All other instruments will be real mics, drums and keyboards with MPA style connections to let you play. Additionally real guitars and basses will connect through these same adapters.
Finally there will be standard controller options for play as well as very inexpensive (like $20) minimalist controllers (think five buttons that you strap to your hand) for those that want an air guitar experience on the cheap.
In the end the song list will probably be new stuff to start out with. Maybe some They Might Be Giants etc. until they can start dipping into the pool of things we already had during the RB days.
So, much the same as people aren't disgruntled when they bought GH songs for RB, they will similarly not feel any pain when repurchasing Queen etc. for this bold new rhythm game that isn't RB4.
