No. With WP8, Microsoft basically already put a dagger into the heart of cross-platform development, killing off XNA-developed apps on that OS (whereas XNA was a primary vehicle for game development on WP7). They aren't interested in cross-platform development - if you want to code for Xbox, you code for Xbox. If you code for Windows Phone, you code for Windows Phone. If you code for Windows... you get the idea. XBLIG is not something they seem particularly fond of, either - it's not making them much money (possibly costing them money), and is quickly developing a reputation as the enfant terrible, the bête noire if you will, of Microsoft's Xbox strategy.
You have too many project teams at Microsoft that don't like other project teams stepping onto their turf, and this happens all too often when they develop a product that cuts across multiple teams. It gets rolled out, hyped, a project leader complains behind the scenes, and it gets killed.
